On July 11, 2025, in Rome at the Ukraine Recovery Conference, the Ukrainian government and representatives of Ukrainian business signed the Human Capital Resilience Charter (HCR).

The signatories included leaders of the largest Ukrainian companies, while the guests comprised senior officials of the Ukrainian government, as well as representatives of international businesses, institutions, and foundations.
